Assignments

Under the terms of Decree No. 2025-1431 of 6 September 2025 on the distribution of State services and the control of public institutions, national companies and companies with public participation between the Presidency of the Republic, the Prime Minister's Office and the ministries, and Decree No. 2024-948 of 8 April 2024 on its responsibilities, the Minister of Finance and Budget is responsible for the preparation and execution of finance laws, the management of the State treasury, the preparation and application of tax and customs legislation and regulations, and the representation of the State before the Supreme Court and the Courts and Tribunals.

In the economic and financial sphere, he is responsible for:

  • representing the State at the International Monetary Fund (IMF) and the World Bank (WB). He is involved in negotiations with international financial institutions, in particular the African Development Bank (AfDB), the Islamic Development Bank (IDB) and the Arab Bank for Economic Development in Africa (BADEA);

  • representing the State at ministerial meetings of the Franc Zone and the West African Economic and Monetary Union (UEMOA) and preparing projects discussed in these forums;

  • representing the State at ministerial meetings related to the implementation of the

  • on partnership relations between the African, Caribbean and Pacific (ACP) countries and the European Union (EU);

  • Participate in international trade negotiations conducted by the Minister of Trade and in joint committees;

  • Prepare and implement legislation and regulations in the areas of currency, credit, insurance and the decentralised financial sector, in conjunction with the Minister of Economy and the Minister of Trade.

In terms of resource mobilisation, it is responsible for:

  • mobilising domestic resources to finance projects and programmes and ensuring their sound management;

  • preparing the general state budget;

  • participating in negotiations for loans and grants and managing public debt.

In terms of public finance control, it is responsible for:

  • ensuring the control and execution of state revenue and expenditure;

  • ensuring the monitoring and execution of the budget;

  • ensuring the management and ongoing control of public finances;

  • ensuring the financial monitoring of public enterprises, in collaboration with the relevant structures;

  • monitoring and controlling the finances of local authorities;

  • maintaining and regulating the accounts of the State, local authorities, diplomatic and consular posts;

  • preparing the annual accounts of the State and other public bodies.

In terms of tax and land management, it is responsible for:

  • developing and implementing tax and customs policies;

  • implementing the land and property policy defined by the State, managing the State's public and private domains;

  • ensuring land conservation.

In addition, it monitors the State's wage bill in conjunction with the Minister responsible for the Civil Service. In collaboration with the Minister responsible for Trade, it is also involved in the preparation and implementation of legislation and regulations relating to pricing policy.

In conjunction with the Ministers responsible for the Armed Forces and the Interior, it is responsible for protecting the national economy against smuggling and fraudulent or prohibited imports.

Our missions

An analysis of the responsibilities of the Minister of Finance and the Budget, as set out in Decree No. 2024-948 of 8 April 2024, highlights the main responsibilities of the Department, which can be summarised in three areas of intervention:

* public finance management: budget preparation and management, mobilisation of domestic and external resources, tax and land management, budget preparation and management, accounting and financial management of the State and other public bodies, monitoring and control of public finances and presentation of the State's annual accounts;

  • Oversight, supervision and monitoring of the financial sector, particularly in the preparation and implementation of legislation and regulations (currency, credit, insurance, decentralised financial sector, combating money laundering, terrorist financing and the financing of the proliferation of weapons of mass destruction);

  • Representation and cooperation in monetary and financial matters, particularly in sub-regional integration bodies (BCEAO, Franc Zone) and international financial institutions (AfDB, IMF, World Bank, etc.).
