Annual review of WAEMU institutional reforms: Senegal reaffirms its commitment and sets out a corrective path for 2026

Chaired by Mr Cheikh DIBA, Minister of Finance and the Budget, the political phase of the 2025 annual review of WAEMU reforms, policies, programmes and community projects was held on Tuesday 19 May 2026 in Dakar, in the presence of His Excellency Mr Abdoulaye DIOP, President of the WAEMU Commission, and members of his delegation.

This political phase follows the technical phase held from 10 to 12 November 2025, during which 145 reforms and 5 Community projects were examined through bilateral discussions between sectoral experts and a plenary session.


The results of the 2025 review reflect the overall momentum driven by Senegal in the implementation of EU reforms. Notable progress has been made in several priority areas: human and social development (+6.58 points), the Customs Union (+4.55 points) and energy and mining (+3.33 points), confirming the country’s ability to consolidate its achievements in key sectors.

The average reform implementation rate stands at 76.45% for Senegal in 2025, compared with 78.59% in 2024, representing a decrease of 2.14 percentage points, attributable in particular to declines in the areas of Culture and Tourism as well as the Business Climate. These results call for targeted corrective measures, which the Government has committed to implementing from the 2026 financial year onwards.

The political phase enabled the final validation of the results of the technical review and reaffirmed the commitment of the Senegalese authorities to implementing EU reforms.
