Description

Budgetary allocation enables staff members to bear only a portion of the medical costs associated with:

  • consultations;

  • tests;

  • hospitalisation.

Coverage also extends to spouses and dependent children. For outpatient care, the employee is responsible for one-fifth (1/5) of the medical costs, excluding the cost of medication. For hospitalisation, the State pays the full cost before deducting one-fifth (1/5) at source, which is payable by the employee. The budget allocation applies to the current month and to a specific healthcare facility.

Target audience

  • Civil servants;

  • Retired civil servants.

Where should the application be made?

  • For civil servants based in Dakar: at the Budget Allocation Office of the Pay Department;

  • For civil servants in the regions: at the Regional Finance Offices (CRF).

Procedure

The civil servant must submit the required documents to the relevant department in order to obtain the approval for coverage from the relevant healthcare provider.

Required documents

For consultations (outpatient care)

  • A consultation form issued by the patient’s original healthcare provider;

  • Or the patient’s registration card;

  • Or the pension statement for retired civil servants.

For tests and hospital admissions (inpatient care)

  • A test form or hospital admission form issued by the attending doctor;

  • The documents must be stamped by the patient’s home health authority.

Additional documents

In the case of dependants:

  • A marriage certificate for the spouse;

  • A birth certificate or family record book for the child.

Steps in the procedure

  • Compile the application file with the required supporting documents.

  • Submit the application to the relevant department.

  • Verification and approval of the application by the Payroll Department.

  • Issuance of the budgetary allocation approval.

The Payroll Department’s approval specifying the healthcare facility for outpatient care;

The approval specifying the category of hospitalisation for inpatient care.
